Hurricane dolly strengthens as it nears texas

HOUSTON - Hurricane Dolly strengthened on Wednesday as it churned toward southern Texas, and was expected to lash low-lying areas on the U.S.-Mexico border with torrential rains when it comes ashore around mid-day.
